Ohio Retirement Study Council to discuss 'Retirement at Risk' at meeting on Thursday, October 8th

The agenda for ORSC's meeting on October 8, 2026, includes a discussion of the 'Retirement at Risk' research document, which raises questions about discrepancies between our pension system and the Ohio Public Employees Retirement System (OPERS). The document notes that both pensions report a stated (self-reported) return and an actuarial return. Over a 20-year period, STRS overstated its investment return in 19 of 20 years, while OPERS overstated its investment returns only 8 times. STRS’s overstated returns were also 300% higher than OPERS'.


At the meeting on Thursday, the Council will review reports from the ORSC, which looked into the 'Retirement at Risk' document, as well as reports from consultants Pension Trustee Advisors (PTA) C and RVK. ORTA has reviewed these materials but still has questions that we hope the meeting will answer. None of the consultants' reports tried to reconcile the STRS numbers or explain why their stated (self-reported) numbers are so significantly off from their actuarial numbers.
